I set up shipping rates for Canada but my Canadian customer is not able to complete her order. Would there be a specific reason why ?

It could be that you haven’t activated the Internation Market. Please check to see if you have enabled the international market yet:
- From your Shopify admin, go to Settings > Markets.
- Click on Manage next to the International section
- Click on Activate button

This can happen for a couple of reasons. So, to understand the issue it will be great if you can share some screenshots of your shipping set up. And as @AvadaCommerce suggested you can check if you have activated the International Market or not.
