Hi! I’m currently setting up my store and trying to set up shipping. I was able to set up the carrier rates fine and they are showing up at check out when I did a test but my custom rate is not showing. Essentially I would like to have an option of an Economy Shipping and a Priority Shipping.
My “test” was I added an item in cart which was less than a pound in weight, I would expect to see the Economy shipping option and the Priority Shipping option but only Priority showed up. Am I missing something here?

From your description, I gather that you have already setup Carrier Calculated Shipping rates and they are working OK, but you are now trying to setup manual flat shipping rates and they don’t appear to be working - do I have that correct?
You are indeed correct in assuming that all available rates should be appearing as an option in the checkout, providing the rates are applicable to the order of course. It is interesting to see that only the priority rate is showing, and not the economy one. Besides the cost and name difference, are there any other differences between these rates such as weight/price conditions etc?
Well done on checking the product weights! That is actually what I was going to suggest double checking. In your original post you mentioned weight in pounds, but then in your followup you mentioned ounces - it is still worth checking that the weight values are consistent across products & shipping rates and that the correct values are selected.
If you are comfortable posting here, a screenshot of your shipping rates would be super helpful for getting a better idea of what is going on. You can locate those in Settings > Shipping & Delivery > Manage Rates then scroll to the applicable zone/rate and take a screenshot.
Have you considered incorporating free shipping rates into your selling strategy? They can be a great way to increase the average order value, and also increase your conversion rate! You could potentially have something like ‘spend x amount and avail of free shipping to certain locations’. You could even communicate this to your customers by adding a custom banner to your homepage.
