I went to submit my first 10,000 email marketing campaign and it said i cant send it due to an unpaid bill on my shopify plan, however when i go to check, all my subscriptions are up to date and theres no reason for my email campaign to be on hold, however, its not fixing with a reload or fresh card submission. How can i fix this problem?

Contacting the Shopify support team seems to be the optimum way for this situation. You could refer to this link, log in to your store account then type in a topic in the search bar and select Search. On the following page, scroll down to Get Support and click Continue and you’ll be presented with options to contact their Support via chat, email, or schedule a call-back.
