I have a problem refusing a credit card when linked with shopify to pay the dues, knowing that the same card was accepted in another store for me. Is there any solution to this problem?

To confirm, are you attempting to pay for your Shopify’s subscription fees with your credit card, but are seeing the error message you stated?
If this is the case, are you able to check that your card meets the following requirements:
Must be a debit card or a post paid credit card (pre-paid credit cards are not supported, but may work)
Must be cobranded with Visa, Mastercard, or Amex
Must be capable of accepting international charges in USD
Must be capable of making online purchases
Must be capable of accepting recurring billing
Must have appropriate funds available
Must enter billing address and details the same as what their bank has on file
Must not have a restriction on how much the bank will allow to be processed at once
Please also note that credit cards are usually pre-enabled for international transactions in USD, but debit card and hybrid debit/credit cards usually need to have this feature enabled by your provider. If you aren’t based in the US or aren’t sure if your card accepts recurring international payments in USD, you can reach out to your card issuer to clarify and confirm.
Have you previously and successfully paid for a Shopify subscription fee using your current credit card on file?
I currently have the same issue but my debit card meets all those requirements. I already used it with another store and it worked just fine but now it’s declining.

I contacted support and they were not able to help me, is this a bug from shopify’s side? It seems a lot of people have the same issue. I already contacted my bank and my card is working fine. I’ve also used this same card before on shopify so I am not sure why it’s not working.
I have the same issue just now. I called my bank and security department. Everything is working and I purchased stuff on other websites. But Shopify declines my card. Did you solve your problem already?
In addition to Kimi’s suggestions above I found that waiting a period of time and then trying again worked for me (making sure you have verified all the information above first).
It may be that if you try too many times or you accidentally entered something wrong the first time, Shopify or the credit card provider flags the card and prevents the transaction.
