@Oliver I have tried my shopify billing with a Visa Debit card. International transactions are activated in the following account. Please help me to move ahead with the payment process.
“We could not verify your credit card. Transaction declined.” is the error that keeps popping up. I have checked it several times and thus I can assure you that my card details were entered correctly.

In cases like this where the transaction is being declined, you will most likely be best served by contacting your bank or card provider for more info.
The information available to us in these situations would be limited, as only a specific error message (such as the one you shared here) would be sent to us from the financial institute involved.
You confirmed already that international transactions had been allowed on your card, so I’d also check to ensure that recurrent, subscription payments can also be enabled for this payment method.
